NOTE

You will notice in the photo that the smallest part of the waist where it is indented, is just slightly above the white fabric it is attached to. To me this means just below the natural waist the white fabric is the same size as the elastic above it, 31". The elastic will give but the skirting will not. I would say your waist can not be any larger than 31" for this to fit.
